ORDINANCE NO. 007-2005
AN ORDINANCE CREATING A GOVERNING BOARD FOR THE SENIOR CITIZENS/PERSONS WITH DISABILITIES CENTER IN LA UNION, PRESCRIBING ITS POWERS AND FUNCTIONS AND PROVIDING FUNDS THEREFORE.

Section 1. Title. This Ordinance shall be known and called as the La Union PWD/Senior Citizens Ordinance of 2005.
Section 2. Declaration of Policy. It is hereby declared as a policy of the Provincial Government.
- To create strategies and provide support structures that would enhance the development and implementation of programs and services which aim to improve the well-being of all senior citizens and persons with disabilities (PWDs) in the Province of La Union.
- To encourage a multi-sectoral collaboration and /or partnership between the provincial and Municipal Governments, other national agencies and the private sector towards the attainment of this objective.
Section 3. Creation of the Board. There is hereby created a Governing Board for the Senior Citizens and Persons with Disabilities to carry out the policies provided for in section 2.
Section 4. Composition. The La Union Governing Board for Senior Citizens and PWDs shall be composed of the following:
Honorary Chairman : Provincial Governor
Chairman : Chairman, Committee on Handicapped and Elderly of the Sangguniang Panlalawigan
Secretary : To be appointed by the Chairman
Treasurer : To be appointed by the Chairman
Members : a. Chairman, Committee on Finance, Budget and Appropriations of the Sangguniang Panlalawigan;
b. Chairman, Committee on Social Services, Women and Family and Family Welfare and Development and Responsible Parenthood and Poverty Alleviation of the Sangguaniang Panlalawigan;
c. Regional Director, Department of Health (DOH);
d. Regional Director, Department of Social Welfare and Development (DSWD);
e. Regional Director, Department of Labor and Employment (DOLE);
f. Regional Director, Department of Public Works and Highways
(DPWH);
g. Provincial Health Officer;
h. Chief Executive Officer (CEO) of the La Union Medical Center (LUMC);
i. Director of the Ilocos Training and Regional Medical Center (ITRMC);
j. Provincial Social Welfare Officer;
k. Provincial Federation President Senior Citizens;
l. Provincial Federation President PWDs;
m. Representative from the Municipality of Bauang;
n. President-Organization of Parents with Special Children, Inc.
Sectionn 5. Powers and Functions. The Governing Board shall:
- Serve as an over-all policy making body for the development of programs and services for the Senior citizens and PWDs of La Union;
- Shall institute rules for program implementation and control;
- Shall design and institute rules for the operations of the provincial Senior Citizens/PWD Center;
- Conduct of resource mobilization and ensure accountability of all programs, services, resources and logistics that shall be provided by and for the center;
- Shall ensure accountability of all funds and properties of the center and other resources that would accrue to the services of the Senior citizens/Persons with Disabilities;
- Shall create an organizational structure for the operationalization of the Center; and
- Shall lay the groundwork for the full conversion of this governing body into a legally recognized foundation and the possible transfer of the functions of this governing body into this foundation.
Section 6. Appropriations. The amount of 1% from the total Provincial Government of La Union Budget is hereby set aside for the operations of the Center and for the creation of other services and programs for the Senior Citizens and Persons with Disabilities. Such amount shall be included in the Annual Budget of the Provincial Government.
Section 7. Repealing Clause. All resolutions, ordinances, orders, rules and regulations inconsistent with the provisions of this Ordinance are hereby repealed or modified.
Section 8. Effectivity. This Act shall take effect fifteen (15) days upon its publication in any two (2) newspapers of local circulation.
