NCDA Lauds Arrest of Fake PWD ID Producers, Calls for Stricter Regulations February 12, 2025 The National Council on Disability Affairs (NCDA) has lauded the recent arrest of two women in Sta. Cruz, Manila, on February 5, 2025, for producing and distributing fraudulent Persons with Disabilities (PWD) identification cards. NCDA emphasized that counterfeit PWD IDs undermine the rights and dignity of persons with disabilities. "These fake IDs affect those who genuinely need them and highlight the need for stricter regulations on issuing PWD IDs. These IDs are essential for accessing government services and business transactions, such as food and transportation discounts, fee exemptions, and other benefits," it stated. NCDA also urged authorities, particularly law enforcement agencies and local government units through their respective Persons with Disability Affairs Offices (PDAOs), to intensify efforts in identifying and penalizing those involved in the production and use of fraudulent PWD IDs. Under Republic Act No. 7277, also known as the Magna Carta for Persons with Disabilities, as well as the Revised Penal Code and other applicable laws, offenders may face fines and imprisonment for engaging in these illegal activities. To combat the proliferation of fake PWD IDs, the NCDA continues to collaborate with government agencies and private sector stakeholders. The agency also strongly supports the implementation of the National Unified PWD ID System to enhance security measures. NCDA encourages the public to report any incidents of fake PWD IDs or illegal sales to the council and relevant authorities. The recent arrest in Manila is seen as a significant step toward eliminating these fraudulent activities and ensuring that rightful benefits are exclusively granted to persons with disabilities.
