RESOLUTION NO. 50, Series

RESOLUTION ADOPTING THE ESTABLISHMENT OF THE OFFICE OF PERSONS WITH DISABILITY AFFAIRS (OPDA)

WHEREAS, the World Programme of Actions Concerning Disabled Persons was adopted by the United Nations General Assembly at its 37th regular session 3 December 1982 under the resolution 37/52.

WHEREAS,  pursuant to said Resolution it calls for local authorities and other bodies within the public and private sectors to implement national measures contained in the World Programme of Action;

WHEREAS, corollary to World Programme of Actions Concerning Disabled Persons, the United Nations-Economic and Social Commission for the Asia and Pacific (UN-ESCAP)  adopted Resolution 48/3 providing a framework for the “Agenda  for Action for the Asian and Pacific Decade of Disabled Persons, 1993-2002” consisting of major policy categories;

WHEREAS, in response to the afore-cited Agenda, Proclamation No. 125 dated January 15, 1993 was issued by then President Fidel V. Ramos “Proclaiming the Nationwide Observance in the Philippines of the Asian and Pacific Decade of Disabled Persons, 1993-2002.

WHEREAS, Pertinent provisions of the 1987 Philippine Constitution require the government  to provide essential service to persons with disabilities for their empowerment and upliftment of their lives;

WHEREAS, RA 7277 otherwise known as the Magna Carta for Disabled Persons was passed into law recognizing persons with disabilities as part of Philippine Society, thus requiring to give  full support to their well being;

WHEREAS, salient provisions under the Local Government Code of 1991 require local government units to facilitate the implementation of welfare programs for persons with disabilities and such other activities which would eliminate or minimize the ill-effect of poverty (Art. 3, Sec. 458 (xiv); Art. 3, Sec. 468 (4) (vi); Art. 13 (iv);

WHEREAS, in order to sustain provision of services to persons with disabilities in the communities particularly at the local or grassroots level, there is a need for local government units to establish an Office of Persons with Disability Affairs (OPDA) to serve as its structural organization for the implementation of the above-mentioned purpose hereto for recommended.

NOW THEREFORE, on motion of SBM Feliza M. Catcatan duly seconded be it:

RESOLVED AS IT IS HEREBY RESOLVED, that the members of the National Directorate of the League of Municipalities of the Philippines endorses, for adoption the proposed establishment of Office of Persons with Disabilities Affairs (OPDA) in all municipalities.

RESOLVED FURTHER that copies of this Resolution be forwarded  to the Office of the President, Office of the Secretary of the Department of Social Welfare and Development and other office concerned for their information and appropriate action.
