RESOLUTION NO. 003-2007

DECLARING IT A POLICY OF THE PROVINCIAL GOVERNMENT OF LA UNION  TO DESIGNATE THE  FIRST  WEEK OF AUGUST  EACH YEAR AS “WHITE CANE SAFETY WEEK”IN THE PROVINCE OF LA UNION AND SUPPORTING ITS PROGRAMS AND ACTIVITIES BY INCLUDING THE AMOUNT OF P200,000.00 OR SO MUCH THEREOF AS PART OF AND TO BE DRAWN FROM THE GENERAL FUND FOR THE VARIOUS PROGRAMS AND ACTIVITIES TO BE HELD IN CONNECTION THEREWITH

EXPLANATORY NOTE:

Republic Act No. 6759 declared the first day  of August each year as “White Cane Safety Day”and in the process, declaring it to be the policy of the state to promote and protect the physical and social well-being of all persons who are visually impaired, orthopedically-impaired, who have speech or hearing impairment, and all differently-abled persons; and to undertake studies on specific causes of the high percentage of physically-impaired people in the Philippines.

Designating the first whole week of August each year as “White Cane Safety Week”in the Province of La Union is for the purpose of instilling public awareness on the plight, not only of the blind, but also of the deaf, the mute, the lame, the intellectually-challenge, and such other classes of persons with disabilities.

The activities envisioned  to instill dignity and self-worth among the differently-abled residents of the Province of La Union by the initiation of activities which they can join, learn and benefit from.

NOW THEREFORE, on motion of Hon. Robert B. Madarang, Jr. duly seconded,

BE IT ORDAINED BY THE SANGGUINIANG PANLALAWIGAN IN SESSION ASSEMBLED THAT:

SECTION 1. It is hereby declared a policy of the Provincial Government of La Union to designate the First Week of August each year as “White Cane Safety Week”in the Province of La Union and to support its program and activities.

SECTION 2. The amount of P200,000.00 or so much thereof shall be included as part of the programs and activities (such as Opening Program, Parade, Talent Show, Sport fest., prizes for winners and honoraria for coaches and facilitators of the differently talent and game categories and other incidental expenses) of “White Cane Safety Week”.

SECTION 3. The component City and Municipalities of the Provincial Government shall coordinate with the Provincial Government to hasten the implementation of this ordinance.

SECTION 4. This ordinance shall take effect in accordance with the provision of the Local Government Code of 1991.
