NCDA BOARD RESOLUTION NO. 6 S/2021

A RESOLUTION REQUESTING THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) THROUGH ITS REGIONAL OFFICES TO INCLUDE A PERSON WITH DISABILITY SECTOR REPRESENTATION IN THEIR RESPECTIVE REGIONAL DEVELOPMENT COUNCILS

WHEREAS, the Philippines as signatory to the UN Convention on the Rights of Persons with Disabilities (UNCRPD), provides that In the development and implementation of legislation and policies to implement the present Convention, and in other decision-making processes concerning issues relating to persons with disabilities, States Parties shall closely consult with and actively involve persons with disabilities, including children with disabilities, through their representative organizations (Article 4, General Obligations).

WHEREAS, in a study conducted by the National Council on Disability Affairs in 2016, on the analysis of government support and disability-related costs, persons with disabilities have to spend additional costs even in accessing government in order for them to have meaningful participation in health, education, livelihood and employment programs of the government. Thus, in the development of policies and program, it has to highly consider equity measures to facilitate equality for all including persons with disabilities.

WHEREAS, the lack of awareness on disability and non-representation of the sector in development planning will promote assumption of the needs of persons with disabilities and thus, increase the likelihood that economic and social development programs are either not available, equitable or responsive to them;

WHEREAS, The Regional Development Council (RDC) is the highest planning and policy-making body in the region that coordinates and sets the direction of all economic and social development efforts. It also serves as a forum where local efforts can be related and integrated with regional and national development activities.

WHEREAS, the participation of persons with disabilities in the RDC is practicable and strategic because it will facilitate greater awareness on disability in policy formulation and can contribute to setting the direction of economic and social development efforts in the region towards inclusion, where no one is left behind, and the empowerment of persons with disabilities.

NOW THEREFORE, RESOLVED, AS IT IS HEREBY RESOLVED, the National Council on Disability Affairs (RCDA) issued this resolution urging all the RDCs to designate a person with disability representative in the respective regions to participate in the Council meeting;

RESOLVED FURTHER, that the person with disability representative is a legitimate member of the Regional Federation of Persons with Disabilities selected and endorsed by the said organization and recommended by the Regional Committees on Disability Affairs (RCDA).
