NCDA BOARD RESOLUTION NO. 2 SERIES OF 2021
A RESOLUTION REQUESTING THE MEMBER AGENCIES OF THE REGIONAL COMMITTEES ON DISABILITY AFFAIRS (RCDA) TO ESTABLISH A NETWORK AND COORDINATION MECHANISM WITH PERSONS WITH DISABILITY AFFAIRS OFFICE (PDAO) IN THE DEVELOPMENT AND IMPLEMENTATION OF POLICIES, PROGRAMS AND SERVICES FOR PERSONS WITH DISABILITIES
WHEREAS, NCDA Board Resolution No. 9 series of 2008 enumerated the functions of RCDA to serve as a mechanism for convergence, cooperation and resource sharing in the implementation of programs, projects and activities for persons with disabilities and a forum for the formulation of recommendations, policies and resolutions for the adoption of member agencies, among others;
WHEREAS, Republic Act no. 10070 provides for the creation of PDAO in every province, city and municipality that will formulate and implement policies, plans and programs for the promotion of the welfare of persons with disabilities in coordination with concerned national and local government agencies;
WHEREAS, among the functions of PDAO Head is to develop, promote and monitor the implementation of policies, plans, programs and services for the development of persons with disabilities in coordination with national and local government agencies;
FURTHER, PDAO Head shall establish network with local, national and international organizations and establish partnership on disability programs and resource mobilizations;
WHEREAS, to build the capacity and participation of PDAO in the implementation of programs and services for persons with disabilities, a network and coordination mechanism with national government agencies through its regional offices; local government units, non-government organizations and persons with disabilities organizations should be established and institutionalized;
NOW THEREFORE, RESOLVED, AS IT IS HEREBY RESOLVED, the RCDA member agencies adopt the following measures to establish and institutionalize network and coordination with PDAOs in ensuring responsive and effective implementation of programs and services for persons with disabilities:
1. Develop a directory of PDAO heads and or LGU Focal persons on disability, in the case of 4th to 6th class municipalities, through the Department of the Interior and Local Government (DILG) Regional Office, for communication purposes and online updating of agency’s projects and activities
2. Recognize PDAO as official LGU structure in the coordination of projects and activities for persons with disabilities.3. Organize consultation meetings with PDAO heads and LGU Focal persons in the development and implementation of responsive programs and services for persons with disabilities.
4. Make available disability support services such as but not limited to transportation and communication to facilitate meaningful participation of persons with disabilities during consultation meetings and activities.
