NCDA BOARD RESOLUTION NO. 3 S/2021

A RESOLUTION APPROVING THE GUIDELINES ON POLICY DEVELOPMENT AND MONITORING ACTIVITIES OF THE REGIONAL COMMITTEES ON DISABILITY AFFAIRS (RCDA) AND ALIGNING THE COMMITTEE’S PLANS AND ACTIVITIES WITH THE THRUSTS AND DIRECTION SET FORTH BY THE NATIONAL COUNCIL ON DISABILITY AFFAIRS

WHEREAS, the National Council on Disability Affairs (NCDA) established the Regional Committee on Disability Affairs (RCDA) composed of regional line agencies, local government units, non-government organizations and persons with disabilities organization as a strategy to offset the absence of regional structure;

WHEREAS, among the functions of RCDA is to serve as a forum for policy formulation and resolutions of regional issues to facilitate the implementation of programs, projects and services for persons with disabilities and ensure that member agencies are complying with the national and local policies and international commitments;

WHEREAS, the reports of the regional line agencies and local government units are essential to monitoring implementation and compliance to disability laws and will serve as reference for policy formulation and adoption by the RCDA and NCDA;

WHEREAS, there is no standard reporting template which targets the collection of disability data and relevant information from RCDA member regional line agencies’ and local government units’ that will be useful in assessing compliance to disability laws and international commitments, and in the development of responsive policies and programs for the empowerment of persons with disabilities;

WHEREAS, RCDA meetings should be consistently directed toward resolution of regional issues in the implementation of programs and services for persons with disabilities, and formulation of policies using processed data and information generated from the reports of member agencies and in consultation with disability sector;

WHEREAS, in preparation for the full devolution of certain functions of the national government agencies to the local government units relative to Supreme Court’s ruling on Mandanas case, policy development and monitoring systems should be enhanced and institutionalized.

NOW THEREFORE, RESOLVED, AS IT IS HEREBY RESOLVED, the NCDA Board approves the Guidelines on Policy Development and Monitoring Activities of the Regional Committees on Disability Affairs and its alignment with NCDA thrusts and direction.
