INSTRUMENT OF ACCESSION

TO WHOM THESE PRESENTS SHALL COME, GREETINGS:

KNOW YE, that whereas, the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled (hereinafter called “Marrakesh Treaty”), was adopted on 27 June 2013 at the Diplomatic Conference held in Marrakesh, Morocco;

WHEREAS, the Marrakesh Treaty is founded upon the principles of non-discrimination, equal opportunity, accessibility and full and effective participation and inclusion in society, as proclaimed in the Universal Declaration of Human Rights, and United Nations Convention on the Rights of Persons with Disabilities;

WHEREAS, the Marrakesh Treaty requires the Contracting Parties to provide in their national copyright laws standard set of limitations and exceptions to copyright rules in order to permit the reproduction, distribution and availability of published works, in formats specifically designed for the blind, visually impaired, and otherwise print-disabled; and

WHEREAS, the Marrakesh Treaty is consistent with prevailing state policies and laws on intellectual property;

NOW, THEREFORE, be it known that I, RODRIGO ROA DUTERTE, President of the Republic of the Philippines, after having seen and considered the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled, do hereby accede and confirm the same and each and every article and clause of.
