After the disappointing outcome of the 2010-2013 Campaign on Disability Inclusive Election, persons with disabilities’ organizations, their advocates and supporters rise up to renew their call for all stakeholders to brace up and start preparing for 2016 Disability Inclusive Election. The earlier initiatives to make the polling places accessible for voters with disabilities and senior citizens did not get remarkable impact but somehow, awareness on the issues of accessibility of schools, where majority of the polling places are, and provisions of support services for voters with disabilities became a pressing realization for concerned duty bearers. One of the milestones of the campaign is the passing of Republic Act 10366- authorizing the Commission on Election to establish precincts assigned to accessible polling places exclusively for persons with disabilities and senior citizens, which became effective on July 1, 2013.

As the lead agencies, the Commission and Election and the National Council on Disability Affairs are working closely in formulating the Implementing Rules and Regulations in consultation with leaders of persons with disabilities organizations and civil society organizations working on disability issues.

Promote Participation in Political Processes and enhanced decision making, is the second of the Ten Goals of the Decade of Make the Rights Real 2013-2022 proclaimed by the UN Economic and Social Council of Asia and the Pacific Region (UN-ESCAP) and adopted by 62 member countries, including the Philippines, during the High Level Meeting on the Final Review of the 2nd Asian and the Pacific Decade of Disabled Persons 2003-2012.

As a part of the observance of the National Disability Prevention and Rehabilitation Week, findings, results of initiatives and experiences of persons with disabilities during the May 13 Election will be presented during the Launching of 2016 Disability Inclusive Election Campaign on the 23rd of July 2013 at the Royal View Restaurant, SM Mall of Asia.
