NATIONAL COUNCIL ON DISABILITY AFFAIRS

 BOARD RESOLUTION NO. 6 SERIES OF 2025

 “A RESOLUTION REQUESTING THE OFFICE OF THE PRESIDENT TO AMEND EXECUTIVE ORDER NO. 709 SERIES OF 2008 DEFINING THE POWERS, FUNCTIONS AND COMPOSITION OF THE NATIONAL COUNCIL ON DISABILITY AFFAIRS, TO INCLUDE THE COMMISSION ON HIGHER EDUCATION (CHED), DEPARTMENT OF HUMAN SETTLEMENTS AND URBAN DEVELOPMENT (DHSUD) AND THE NATIONAL ECONOMIC DEVELOPMENT AUTHORITY (NEDA)

WHEREAS, Section 3 of Executive Order no. 709 of 2008 enumerated the composition of the then National Council for the Welfare of Disabled Persons which is renamed as the National Council on Disability Affairs;

WHEREAS, the Sub-Committee on Education adopted Resolution No. 1 series of 2025 recommending for the inclusion of the Commission on Higher Education (CHED) in the NCDA Governing Board for the promotion of relevant and quality higher or tertiary education and ensuring that it is accessible to all who seek it including persons with disabilities particularly those who may not be able to afford it;

WHEREAS, The Department of Human Settlements and Urban Development (DHSUD) is the central housing authority of the Philippines which aims at improving Filipino communities by making housing and human settlements more affordable and inclusive;

WHEREAS, the National Economic and Development Authority (NEDA) is the premier socioeconomic planning body which envisions the country where public and private sectors perform their respective roles efficiently, such that people have equal access to opportunities, resulting in inclusive development and zero poverty;

WHEREAS, the mandates of CHED, DHSUD and NEDA are crucial and instrumental to the fulfilling the vision, mission and goals of the National Council on Disability Affairs (NCDA) and commitments to international treaties particularly in ensuring access of persons with disabilities to quality higher education, to affordable housing and socio-economic development activities on an equal basis with others;

WHEREAS, NCDA Board Resolution No. 4 S. 2024, “A Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the National Council on Disability Affairs Chairperson and Designated Officials”, duly authorized the NCDA Chairperson and the NCDA Executive Director to sign this Resolution for and on behalf of the NCDA Governing Board.

WHEREAS FURTHER, there is a need to revisit and enhance the powers and functions of the NCDA to ensure its relevance, effectiveness and efficiency as the lead national government agency and authority on disability affairs;

 NOW, THEREFORE, RESOLVED as it is hereby resolved, upon recommendation of the Sub-Committee on Education, the NCDA Governing Board adopts this resolution requesting the Office of the President to amend Executive Order no. 709, defining the powers and functions, and composition of the Board, to include the Commission of Higher Education, Department of Human Settlements and Urban Development and National Economic and Development Authority.

RESOLVED FURTHER, that the NCDA Secretariat shall provide the necessary technical assistance in implementation of this resolution.
