NATIONAL COUNCIL ON DISABILITY AFFAIRS

 BOARD RESOLUTION NO. 4 SERIES OF 2025

A RESOLUTION REORGANIZING THE SUB-COMMITTEE ON ADVOCACY AMENDING NCDA BOARD RESOLUTION NO. 5 SERIES OF 2020

 WHEREAS, the Philippines as a State Party to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) shall adopt immediate, effective, and appropriate measures on raising public awareness throughout society regarding persons with disabilities to foster respect for their rights and dignity;

WHEREAS, Republic Act No. 7277 otherwise known as the “Magna Carta for Persons with Disabilities” declares as a policy, “to facilitate integration of persons with disabilities into the mainstream of society, the State shall advocate for and encourage respect for persons with disabilities, and shall exert all efforts to remove all social, cultural, economic, environmental, and attitudinal barriers that are prejudicial to persons with disabilities”;

WHEREAS, Executive Order No. 709, series of 2008, as amended by Executive Order No. 33, Series of 2011 provides, among others, to create/establish a Sub-Committee on Advocacy and other task forces;

WHEREAS, the Committee recognizes the need to review, update and enhance current composition and functions by including organizations whose mandate or mission can contribute to fulfilling its objectives and functions;

WHEREAS, NCDA Board Resolution No. 4 S. 2024, “A Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the National Council on Disability Affairs Chairperson and Designated Officials”, duly authorized the NCDA Chairperson and the NCDA Executive Director to sign this Resolution for and on behalf of the NCDA Governing Board.

NOW, THEREFORE, RESOLVED as it is hereby resolved, the Sub-Committee on Advocacy (SCAD) adopts this resolution to reorganize the composition of the Committee and enhance its functions, and endorsing the same to the NCDA Governing Board for approval, amending NCDA Board Resolution no. 5 series of 2020 with the present SCAD composition and its functions;

I. Composition:

  1. Philippine Information Agency – Chairperson
  2. Bangko Sentral ng Pilipinas
  3. Civil Service Commission
  4. Commission on Human Rights
  5. Council for the Welfare of Children
  6. Department of Foreign Affairs
  7. Komisyon sa Wikang Filipino
  8. Metropolitan Manila Development Authority
  9. Movie and Television Review and Classification Board
  10. National Anti-Poverty Commission
  11. National Telecommunications Commission
  12. National Youth Commission
  13. Philippine Commission on Women
  14. One representative each from three (3) organizations of, working for and/or alongside with persons with disabilities with national scope that are duly registered by Securities and Exchange Commission

II. Functions

  1. Recommend advocacy policy and agenda to the NCDA Governing Board to promote disability inclusion and respect for the inherent dignity and rights of persons with disabilities enshrined in international mandates and national laws.
  2. Produce information materials featuring disability programs in the form of infomercials, audio-visual presentations, and similar promotional tools.
  3. Provide technical support in the conduct of the year-round international and national disability events, celebrations, and observances.
  4. Lead in the conduct of press conferences and similar public forums that will highlight disability issues and concerns.
  5. Share the members’ expertise and resources that will facilitate implementation of advocacy programs on disability.
  6. Issuance of memorandum for all disability-related activities by each member agency for advocacy purposes.
  7. Establish network mechanisms among the member-agencies’ offices thru the designation of disability focal person.

FURTHER, the Sub-Committee Chairperson may select experts on their specific areas of concerns as members of the sub-committee as vested by Executive Order 709.

RESOLVED FURTHER, that the Chairperson of the Sub-Committee on Advocacy (PIA) and the NCDA Executive Director shall be duly authorized to sign the resolution endorsing it to the NCDA Governing Board for consideration and approval.
