BOARD RESOLUTION NO. 09 SERIES OF 2024

 

RESOLUTION ON THE TRANSFER OF THE PHILIPPINE REGISTRY FOR PERSONS WITH DISABILITIES SYSTEM FROM THE DEPARTMENT OF HEALTH TO THE NATIONAL COUNCIL ON DISABILITY AFFAIRS

 

WHEREAS, Republic Act No. 7277, known as the “Magna Carta for Persons with Disability,” as amended, mandates under Rule IV, Section 3.A.1.3, that the Department of Health (DOH) shall establish a national registration and reporting system for specific types of disabilities to generate data for a comprehensive national health program for persons with disabilities;

WHEREAS, the DOH, in partnership with the National Council on Disability Affairs (NCDA), conceptualized and developed the Philippine Registry for Persons with Disabilities (PRPWD), an online system designed for the registration and issuance of identification cards for persons with disabilities, serving as proof for the availing of benefits and privileges under disability laws;

WHEREAS, Administrative Order No. 2013-0005 B, titled “National Policy on the Unified Registry Systems of the Department of Health,” dated February 7, 2013, established the PRPWD as part of the national registry systems for various health conditions, including persons with disabilities;

WHEREAS, the NCDA, as the primary government agency tasked with advocacy, policy formulation, and program development for persons with disabilities, serves as the repository of disability-related data and information, including statistics on registered persons with disabilities and compliance with disability laws and policies;

WHEREAS, to enhance the generation, processing, and dissemination of disability data uploaded in the PRPWD, it is imperative that the NCDA, through its Secretariat, have full and direct access to the system to ensure comprehensive and effective data management for disability-rights based advocacy, policy, and program development;

WHEREAS, transferring the PRPWD system to the NCDA will streamline disability data management, promote unified policy implementation, and reinforce the NCDA’s role as the lead agency in advocating for rights and welfare of persons with disabilities;

WHEREAS, NCDA Board Resolution No. 4 S. 2024, “A Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the National Council on Disability Affairs Chairperson and Designated Officials, duly authorize the NCDA Chairperson and the NCDA Executive Director to sign this Resolution for and on behalf of the NCDA Governing Board;

 

NOW, THEREFORE, BE IT RESOLVED, that the Department of Health shall transfer full ownership and operational responsibility of the Philippine Registry for Persons with Disabilities system to the National Council on Disability Affairs to ensure its effective administration, enhancement, and use for the benefit of the disability sector;

RESOLVED FURTHER, that a technical working group composed of representatives from the NCDA, DOH, relevant government agencies, and stakeholders be formed to oversee the smooth transition, ensure data integrity and security, and support the continued operation and advancement of the PRPWD system.
