NCDA BOARD RESOLUTION NO. 5 SERIES OF 2020
A RESOLUTION ENHANCING AND STRENGTHENING THE FUNCTIONS OF NCDA SUB-COMMITTEE ON ADVOCACY AND AMENDING FOR THE PURPOSE NCWDP BOARD RESOLUTION NO. 05, SERIES OF 2003
WHEREAS, the Philippines is a State Party to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) which was unanimously adopted by the United Nations General Assembly on the 13 December 2006;
WHEREAS, the purpose of the UNCRPD is to promote, protect and ensure the full enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity;
WHEREAS, Article 8 (Awareness-raising) of the UNCRPD mandates that a “State Party shall adopt immediate, effective and appropriate measures on raising public awareness throughout society regarding persons with disabilities to foster respect for their rights and dignity”;
WHEREAS, in consonance with the foregoing, all organs of the media are encouraged to portray persons with disabilities in a manner consistent with the purpose of the UNCRPD;
WHEREAS, the Governments of the Economic and Social Commission for Asia and the Pacific (ESCAP) region at the High-level Intergovernmental Meeting adopted the Ministerial Declaration in the Asia and Pacific Decade of Disabled Persons, 2003-2012, and the Incheon Strategy to “Make the Right Real” for Persons with Disabilities in Asia and the Pacific;
WHEREAS, the Incheon Strategy Framework underscores the need to address the disability dimensions of the long-term consequences of the rapid population ageing that is under way in Asia and the Pacific, and thus, call action on awareness-raising to strengthen multi-sectoral engagement in the implementation of various modalities;
WHEREAS, Republic Act No. 7277 otherwise known as the “Magna Carta for Persons with Disabilities” provides, among others, that it is the “State’s policy to exert all efforts to remove all social, cultural, economic, environmental, and attitudinal barriers that are prejudicial to persons with disabilities”;
WHEREAS, Executive Order No. 709, Series of 2008, as amended by Executive Order No. 33, Series of 2011 provides, among others, to create/establish a Sub-Committee on Advocacy and other task forces;
WHEREAS, there is a need to amend NCWDP Board Resolution No. 05 S/2003 on the functions and composition of the Sub-Committee on Advocacy in order to fully carry out its objectives that are in consonance with the foregoing mandates; and
WHEREAS, NCDA recognizes the need to ensure the inclusion and participation of persons with disabilities in all aspects of human endeavors such as in the Sub-Committee on Advocacy to fill the gap barring their full participation and inclusion.
NOW, THEREFORE, RESOLVED as it is hereby resolved, to amend NCWDP Board Resolution No. 5 S/2003 on the composition of the Sub-Committee on Advocacy with the following guidelines:

1. Recommends policy issues to the NCDA Governing Board pertaining to the rights of persons with disabilities enshrined in international mandates and national laws.
2. Establish network mechanisms among in the member-agencies’ offices thru the creation of disability focal units or its equivalent that will be manned by a designated personnel.
3. Share the members’ expertise and resources that will facilitate implementation of advocacy programs on disability.
4. Propose legislative measures pertaining to disability upon endorsement by the NCDA Governing Board.
5. Spearhead the year-round international and national disability events, celebrations and observances that are currently commemorated.
6. Produce advocacy materials featuring disability programs in the form of infomercials, audio visual presentations and similar promotional tools.
7. Lead in the conduct of press conferences and similar public forums that will highlight disability issues and concerns.
RESOLVED FINALLY that the Sub-Committee members share their resources either technically or financially that can be drawn from the annual appropriations of each member-agency on a voluntary basis in order to sustain its advocacy programs, projects and activities.
