I.Introduction

The Recognition of Visually Impaired Achievers (ROVIA) Award was conceived by the Inter-Agency Committee of the White Cane Safety Day annual observance pursuant to Republic Act No. 6759.

This is the second attempt to recognize the capabilities of the Filipino with visual impairment. The award recognizes the outstanding feats and distinctive contributions of visually impaired persons (VIPs) in various fields of human endeavors. Likewise, it serves as an advocacy for instilling public awareness of the blind person achievements as partners in community development and nation building.

The award serves as a venue in identifying and showcasing “outstanding achievements” in academic, literary, sports, livelihood, and community service, among others.

II.Description

The Recognition of Visually Impaired Achievers (ROVIA) Award is a project of the
White Cane Inter-Agency Committee to highlight the annual observance of the White Cane
Safety Day on August 1, 2010.

The award is open to all visually impaired whose ages range from fifteen (15) to
forty (40) years, who have shown outstanding ability and character to develop their
gifts/talents/potentials and utilized them in the service of the sector, community and the rest of the society.

The awarding shall be done on August 1 to coincide with the celebration of the
White Cane Safety Day.

I.Objectives:

A.General

To institutionalize the recognition of visually impaired person’s outstanding facts/contributions in various fields of human endeavors.

B.Specific:

1.Give recognition to the distinctive contributions of visually impaired youth in academics, literary (arts/music/poetry/journalism/essay), sports, livelihood (employment, entrepreneurship, and community involvements).

2.Promote the capabilities of visually impaired youth in the pursuit of their endeavors.

3.Heighten awareness of the community on the capabilities of visually impaired youth.

4.Inspire/motivate/encourage visually impaired persons to contribute to nation building.

II.The Contest:

A.Eligibility Criteria

The nominee should be:

1. 15 to 40 years old;

2. Of good moral standing in the community where he/she resides;

3.Nominated by the group he/she belongs; and

4.He/she should be endorsed by at least two recognized officials in the community where he/she resides.

B. Awards Criteria

Winners may come from public or private sectors. Awards will be conferred to winners adjudged with outstanding accomplishment in the following areas:

1.Academics
2.Music
3.Arts
4.Poetry
5.Journalism
6.Essay
7.Sports
8.Livelihood/Entrepreneurship
9.Competitive Employment
10.Community Involvement

The winners shall be evaluated according to the following basic criteria:

1.Must be fifteen (15) to forty (40) years of age;
2.Has shown outstanding ability and character to develop his/her gifts/talents/potentials and utilizes them in the service of the sector and community.

C.Mechanics/Procedures and Rules of Selection

1.Any individual and recognized institution may submit nominations.

2.All nominations should be submitted to the inter-Agency Committee for the White Cane Safety Day Observance vis-à-vis, DepED, DSWD, DOTC, PBU, NCDA, RBI, PIA, DOH, DOLE, PAVIC.

3.Nominations should be justified and properly supported with relevant documents, such as the following:

a.Original/certified true copy of birth certificate
b.Original/certified true copy of form 138
c.Diploma or transcript of records
d.Barangay certification of residency
e.Certificates and other evidences of leadership/participation in school/community activities, civic activities, trainings, seminars, workshops etc.

4.Accomplished forms should be submitted with three (3) postcard size and full view, glossy black and white photographs of nominee.

1.The finalists shall be chosen from among those who shall submit the aforementioned documents.

2.The National Board of Judges (composed of DepED, DSWD, PBU. RBI, NCDA, DOLE, DOTC, PAVIC, PIA, DOH) shall meet to deliberate and decide the ten (10) finalists.

3.The winners shall receive cash prize, plaque and certificate of recognition during the awarding ceremony which will be held on August 1, 2010 during the White Cane Safety Day Celebration.

4.DepEd and PBU shall serve as Secretariat.

5.Deadline for submission of Nomination Form will be June 30.
