The Implementing Rules and Regulations of Republic Act No. 10754, also known as the “Act Expanding the Benefits and Privileges of Persons with Disability” was signed in a simple ceremony led by DSWD Secretary Judy M. Taguiwalo, with NCDA Acting Executive Director Carmen R. Zubiaga and DOH Undersecretary Gerardo Bayugo (representing Secretary Paulyn Jean B. Rosell-Ubial, MD).

The momentous event was held on December 1, 2016, at the DSWD Central Office in Batasan Quezon City. Witnessing the signing were the principal authors of the law, former Representative Ferdinand Martin Romualdez and Senator Juan Edgardo “Sonny” Angara, as well as Cong. Yedda Romualdez, Rep. Imelda Calixto-Rubiano, DSWD Undersecretary Florita Villar, and representatives of the Sector of Persons with Disabilities. Also in attendance were members of the Drafting Committee which crafted the IRR, Disabled People’s Organizations, Mercury Dru,g and other invited guests.

In her message, Secretary Taguiwalo said that the IRR reflects the spirit of the law as well as the stories and aspirations of our “ kababayans” from the PWD Sector.

Republic Act No. 10754 aims to grant persons with disability at least a 20% discount and exemption from the value-added tax on the sale of certain goods and services identified under Republic Act No. 9442 for the exclusive use, enjoyment, or availing of persons with disability.

The IRR shall take effect fifteen (15) days after its publication in the Philippine Star and Manila Bulletin last December 8, 2016, and submission to the Office of the National Administrative Register, University of the Philippines last December 7, 2016.
